A Schedule of Rates (SOR), containing both composite and elemental descriptions for all day-to-day and void repairs, allows organisations to issue work orders to contractors in a consistent way, with an accurate breakdown of materials and labour. SORs are an invaluable tool for benchmarking, ensuring that planned maintenance agreements are operated as cost effectively as possible, with confidence that all charges are based on a pre-determined and agreed basis of measurement and pricing, Each SOR code must be linked to a SOR table, a trade and a section trade, and comprise a unique code, a short description (the elements of the SOR) and a long description (the composite breakdown). It is also possible to link SORs to one or more accreditations, ensuring that only those contractors with the required certification can undertake the work.


In Civica Cx Housing, contracts awarded to contractors comprise at least one contract definition to specify the nature and scope of the work that will be carried out. The scope comprises the relevant trades, repair types, repair priorities and inspection types that will be covered within the definition, and specifically the SORs relevant to the contract.


There are numerous fields that can be stored against each SOR and these are combined into logical data tabs. A summary of these data tabs is outlined in the table below:

Details

This tab holds the SOR code, short and long description, unit of measure and default repair priority, as well as links to the relevant SOR table, trade and section trade. It also allows the end user to define attributes for the SOR code e.g. any requirements for pre- and post-inspections. Any number of SORs can exist within a single table, provided the code employed is unique. As  housing organisations will likely employ any number of different SOR tables, each with their own coding conventions, the system permits the same code to be repeated across different tables.

Prices

This tab defines the price structure for the SOR code, specifically the labour cost, the material cost, the overhead cost and a calculated overall total. Any number of price records can be stored against an individual SOR code, although only a single record can be effective at any one time. In addition to tracking historical price fluctuations, future record entries can capture known price increases.  

Accreditations

Most SORs can only be undertaken by qualified trades people. For certain work orders, professional certification is a prerequisite to carrying out the work safely and legally. For example, all SORs relating to gas repairs can only be delivered by engineers with Gas Safe certification. This tab enables individual SOR codes to be linked to any number of accreditation dependencies.

Contracts

This tab displays all contracts that are linked to the SOR code.

SOR Groups

The creation and allocation of SOR groups helps to categorise individual SORs into logical sets. Whilst not part of the standardised SOR tables, they are defined by the end user to more easily locate the correct SORs.


Through the utilisation of complementary import and export routines, it is also possible to generate and maintain all required SOR code records en bloc, including the associated unit price variances applicable over differing time periods, from a prescribed Comma Separated Variable file.
