The procedure to define the elemental components of a cost centre is as follows:
- Navigate to Quick Menu > Service Charges > Configuration > Cost Centres. The Service Charge Cost Centre window is displayed.
- Select a cost centre from the alphabetical list or type its name into the Search Cost Centres field. By default the list is filtered to show Current cost centres. An alternative filter can be applied using the Select view drop-down field: Expired, Future or All combinations

- Click on Cost Elements. The Cost Elements tab is activated.
- Click on New Element. The Cost Centre Element window is displayed.
- Using the Cost element type drop-down field, select the desired origin of the elemental component i.e. Cost Element or From Parent Cost Centre

- Where Cost Element is chosen as the hierarchical origin, multi-select the desired Cost element parameter values from the corresponding drop-down field and proceed to step 12.
- Alternatively, where From Parent Cost Centre is chosen as the hierarchical origin, select a Parent cost centre from the corresponding drop-down field.
- Using the Cost element drop-down field, multi-select from the filtered list the desired elemental components to be added to the cost centre

- Where a fixed percentage of the parent element charges should be applied to this cost centre, as opposed to an equal share, enter the Percentage apportionment value into the corresponding field. The Up and Down arrows are available to increment or decrement the value, as required.
- Alternatively, where a flat rate fee is levied for this cost element in relation to the cost centre, enter the required figure into the Fixed value field provided. The Up and Down arrows are available to increment or decrement the value, as required.
- Otherwise, where a bespoke SQL stored procedure has been created to control the apportionment of cost element charges, enter the procedure name into the SQL routine field provided

- Optionally, enter the name of the Nominal company into the field provided i.e. the financial institution to which the cost element is linked.
- Optionally, enter the Nominal account code into the field provided i.e. the profit and loss ledger code to which the cost element is linked.
- Choose an Effective from date for this cost element i.e. the date on which it came into effect for the cost centre

- Choose an Effective to date if the cost element's inclusion within the cost centre is to be reviewed on a specific date or to capture a change of circumstances; a blank field means the cost element will remain linked to the cost centre in perpetuity.
- Click on Confirm. The new cost element is displayed in the summary table.
- Click on Save.
Note
1 The Search Cost Centres field will match against any element of the cost centre description.
2 Where From Parent Cost Centre is selected, the elemental component fee will be cascaded down from the root asset in the hierarchical structure; otherwise, choosing Cost Element will forge a direct link to the current cost centre record.
3 Only cost elements linked to the chosen parent cost centre will be available for selection.
4 More complex algorithms can be captured within a SQL stored procedure and linked to the cost centre for element charge apportionment, as dictated by the housing organisation's policy.
5 The Effective from date defaults to the current system date and cannot be left blank.
