The procedure to create a county average earnings threshold is as follows:
- Navigate to Quick Menu > Rents > Configuration > Target Rent. The Target Rent window is displayed.
- Click on New County Earning. The County Average Earnings window is displayed.
- Using the County drop-down field, select the desired parameter value relevant to the average earnings threshold.
- Enter the Average earnings value into the field provided i.e. the average monthly salary at county level.
- Choose an Effective from date for this average earnings record i.e. the date on which it came into effect

- Choose an Effective to date if the average earnings record is to be reviewed on a specific date or to capture a change of circumstances; a blank field means the average earnings record will be continually valid.
- Click on Confirm. The new record is displayed in the County Earnings summary table

Note
1 The Effective from date defaults to the current system date and cannot be left blank.
2 Only one average earnings threshold can be effective for an individual county at any one time; where dates overlap the end user will need to revise the entries accordingly.
3 To amend the details of an existing average earnings record, double-click on the desired row in the County Earnings summary table and repeat steps 3 through 8.
